DULUTH — Many roads across Minnesota's Arrowhead region were flooded and washed out Tuesday night into Wednesday after waves of thunderstorms dropped more than 7 inches of rain in some areas.

Parts of the Iron Range across to the North Shore and across Lake Superior to Wisconsin’s Bayfield Peninsula appeared to be the hardest hit areas, with flooding across many roads and some roads entirely closed, according to the Minnesota Department of Transportation website.

The agency said the following roads were closed as of 3 p.m. Wednesday:

Other roads were reported covered by water with washouts in some areas. St. Louis County reported 43 roads were closed as of Wednesday afternoon, 32 of which are in northern St. Louis County.

"Last night's heavy rainfall on already saturated ground has led to road and culvert washouts throughout the county," the county said in a news release. "The northern third of the county appears to have sustained the most rain and resulting damage."

The St. Louis County Board is expected to approve a disaster declaration at its meeting next week as it seeks emergency assistance from the state and federal government on behalf of itself and cities, townships, unorganized areas and public utilities.

Officials in Wisconsin's Bayfield County say the northernmost part of the peninsula was hard hit by rain and flooding. While many county roads reopened as flood waters receded, several remain closed or damaged, according to a map provided by the county.

"There is a hard closure just west of Cornucopia that will likely be open late in the day Wednesday, June 19th and another hard closure a half mile east of the Meyers Beach access road that will be closed for up to a week," Bayfield County said in a news release Wednesday morning. "Meyers Beach can only be accessed from the west at this time."

Woody Unruh, a meteorologist with the National Weather Service in Duluth, said warm, moist air from the Gulf of Mexico brought significant moisture into the atmosphere.

"We were seeing dew points reaching the 70s, which indicates an incredible amount of moisture in the atmosphere," Unruh said, "and that ended up leading to those very heavy rainfall rates when combined with the other meteorological factors that were in play yesterday."

Meanwhile, Biwabik city officials on Wednesday said major washouts had cut utility services to the Giants Ridge Recreation Area and other nearby developments. They said it was unclear when utilities would be restored.

Giants Ridge said its Burnt Onion restaurant remains closed as water service had not been fully restored by late Wednesday afternoon. Its mountain bike and hiking trails will be closed through the weekend as damage is assessed and repairs are made. The Quarry golf course and Wacootah Grille are open.

While electricity went out during the storm in some areas, Minnesota Power reported no major outages Wednesday and Lake County Power reported six scattered outages affecting about 86 customers as of 5:30 p.m.

The National Weather Service in Duluth reported just over 2 inches of rain, mostly between 6 p.m. and 1 a.m., but radar reports indicated anywhere from 1.5 to 4 inches of rain fell in just a few hours late Tuesday over a large area of the Northland on top of already saturated ground. A flash flood watch and warnings were posted for most of the region.

While the storm system has moved out of the region, more rain is expected in some areas from Friday into Saturday.

"Significant rainfall will again be possible, especially over the southern half of the Northland. Rivers and streams will already be running high and soils are saturated," the National Weather Service said.

Even before sunset Tuesday, social media videos showed floodwaters covering Highway 169 near Hibbing and the intersection of highways 53 and 37 near Eveleth , and debris obstructing Highway 61 near Schroeder. The storm later crossed into Wisconsin, where authorities there reported the closure of Highway 13 in Bayfield County after midnight on Wednesday due to a major washout.

While several communities on the North Shore and Iron Range experienced street flooding, heavy rains arrived in the Duluth area in the evening with similar effects including traffic being diverted away from the Interstate 35 tunnels.

But Duluth dodged the worst of it. In a news release, the city said there were only "minor damages" to public infrastructure. It described the damage as mostly loose gravel, loosed asphalt road patches and dislodged manhole covers. Damage to parks has been "relatively minor," but may take several days until everything is assessed, the city said.

Wednesday is the 12th anniversary of the massive 2012 flood that devastated parts of the Duluth area with nearly 10 inches of rain.

“The good news is that all the measures the City took after the 2012 flood to shore up our infrastructure and help protect it from future storm damage have served us well,” Mayor Roger Reinert said in a news release.

The St. Louis County Sheriff's Office confirmed that a tornado touched down near Cotton. Video shows a waterspout briefly forming over Lake Superior near Tofte at 5:19 p.m.
